ENABLE would not be possible without the commitment and support of local partners in Uganda, Kenya, Tanzania and Senegal.
In addition to assisting with the work programme, the local partners will be responsible for the day to day contact with the ministries and other organisations, where their local knowledge will be indispensable.
They will also play a significant role in the co-ordination of activities, for example, during the planning of workshops.

ENABLE encompasses the following activities:
Supporting policy formulation that links renewable energy opportunities to poverty alleviation
The purpose is to raise awareness and encourage dialogue amonst policy makers within ministries in Kenya, Tanzania and Uganda about the linkages between energy services and the sector objectives that focus on poverty alleviation and on achieving the MDGs, through a consultative process.Analys of the different energy services will be also done. Opportunities that renewable energy systems provide to deliver prioritised energy services in the context of the national institutional framework,the natural resources available and the technical and financial specifics of different energy supply alternativeswill be also evaluated.With the capacity to better understand the range of possible solutions, advantages and disadvantages and costs and benefits, these ministries will be better equipped to formulate strategies and influence national policies to increase energy service access to meet their respective objectives and alleviate poverty.

Establishing the role of energy in the national Poverty Reduction Strategies
Poverty Reduction Strategy Papers (PRSP) were prepared by most developing countries with assistance from the donor community in the late 1990s and early 2000s. The purpose of these papers was to define a national strategy to address how each country would address poverty reduction, which would then form a basis for future donor intervention. However, many of these PRSPs did not address the role of energy in poverty reduction thereby lowering the priority of making donor interventions in this sector. The national PRSPs are reviewed on a regular basis and so there is an important opportunity to prepare the groundwork for more explicit references to energy in the next revision of the PRSPs.

Development of Energy Guidelines and Standard Energy Packages for the health, education and water sectors
The current sector requirements in each country will be assessed, including identifying the high priority energy needs in rural educational, health and water facilities. Particular attention will be paid to poverty reduction targets during this assessment. The sector requirements will be used to develop a set of Energy Guidelines – one for each ministry, to help plan for energy at their rural facilities taking into account the local energy resources and existing infrastructure.
The guidelines will make recommendations of appropriate energy end-use equipment needed and provide estimates of investment and recurrent costs as well as operation and maintenance requirements. Standard Energy Packages (SEPs) will also be developed in parallel for each ministry – water, health and education. These will each include a detailed list of the energy requirements and equipment needed for different sized health centres, educational facilities and water supplies using different energy supply solutions.

Development of an Electrification planning Tool
The Electrification Planning Tool (EPT) will facilitate decision making in the energy ministry and/or rural electrification agency on electricity supply options at a strategic level. The EPT will assist in the identification of areas that are unlikely to be electrified by the electricity distribution networks in the foreseeable future and provide detailed costings of alternative electricity supply options. The EPT will be developed in close collaboration with the energy ministry and/or rural electrification agency. The EPT will make use of economic, financial, social and environmental data associated with energy supply. Detailed input data will be provided on the costs of the extension of electricity distribution networks and isolated grid systems as well as costs of renewable energy systems (biomass/bagasse, small, mini-, micro- hydro schemes, PV and wind) and conventional diesel generation.

Training and cross-sectoral linkages
This work will provide training in the use and application of the Energy Guidelines, the Standard Energy Packages and the Electrification Planning Tool produced earlier in the project. In addition, it will strengthen cross-sectoral linkages between the ministries of energy, health, education and water, building the capacity required to recognise and implement renewable energy wherever it can contribute to sector and poverty reduction goals on a least cost basis. The work will consolidate the role of renewable energy across the various sectors in which it can be successfully deployed: specifically health, education and water. It will develop networks of key actors in each of the ministries. These individuals will be encouraged to work together and co-ordinate implementation of renewable energy projects.

Replication tools for francophone Africa
The aim is to disseminate information on the project results to francophone Africa and at the same time to produce replication tools, strategy and dissemination to facilitate replication of the project process and results. The objective on the long term is to contribute to the development of capabilities in the links between energy and poverty alleviation in the health, water and education Ministries.
The main target of this work is to develop replication tools for French speaking African countries. The initial replication work will focus on Senegal and will be carried out with the partnership of the rural electrification agency of Senegal (ASER) and a Senegalese engineering company QuinTsens. The work will include design of a replication strategy and information dissemination actions, which could then be applied to any African country.
This team will observe the other work packages and gather information in co-ordination with the other partners, develop replication tools and strategy, carry out information dissemination actions and organise a seminar in Senegal and finally develop the part of web site with information for French speaking countries.
