IT Power is a leading international sustainable energy consultancy with extensive experience evaluating the economic, social, financial, commercial and environmental aspects of renewable energy applications, as well as deploying renewable energy equipment in countries worldwide. Since its incorporation in 1981, the company has completed 850 projects in 100 countries around the world. In addition to consultancy and installation experience, IT Power has successfully completed a large number of R&D programmes in partnership with other companies and institutions. IT Power frequently works for developing country government departments and international agencies including the EC, the World Bank, UNDP, WHO, and UNIDO.

IT Power has extensive experience in the development and evaluation of renewable energy technologies and their application in the rural environment. We have carried out a significant number of projects to supply power for unelectrified regions. These include electricity for schools, health centres and homes, as well as mechanical power for water pumping and agro-processing applications. The company is highly experienced in the financing requirements and maintenance needs of rural energy projects, as well as the social and cultural aspects vital to ensure the long-term sustainability of projects.

IT Power also has extensive experience in the development and integration of renewable energy strategies on a national level. This includes drawing up the necessary rules and regulations required to enable this integration into the other sectors with energy needs (e.g. water, health, education). It also includes field surveys, market research, forecasts, statistical analysis and environmental assessment as well as analysis of costs between possible fuel types and grid-connection versus stand-alone alternatives. IT Power has a strong track record in activities for the promotion and dissemination of renewable energy technologies and energy efficiency and designing activities to meet rural energy requirements. The company is engaged in commercialisation of, and expanding the market for, renewable energy technologies throughout most of the developing world.

IT Power has in-house technical expertise covering the full range of renewable energy technologies including: photovoltaics, solar thermal, mini/micro hydro, wind, biomass, tidal power; and diesel generation and cogeneration. IT Power is active, both individually and in collaboration with international partners, in programmes of numerous multi-lateral agencies, national governments, development banks and many others. The company’s commercial clients include the majority of international PV companies, corporations looking to invest in the renewable energy technologies, engineering firms, international consultancies, NGOs and others.

IT Power has a multi lingual team with energy experience worldwide. The company has a permanent professional staff of 25 in the UK, including energy specialists, rural development experts and economists who offer a broad pool of experience covering all major renewable energy and energy efficiency technologies and all aspects of the project cycle from conception through to (post-implementation) project evaluation. The Stockholm Environment Institute (SEI) is an independent and non-profit international research institute specialising in sustainable development and environment issues. SEI was established by the Swedish government in 1989. Its research programme aims to clarify the requirements, strategies and policies for a transition to sustainability. SEI’s mission developed from the insights gained at the 1972 UN Conference on the Human Environment in Stockholm (after which the Institute derives its name), the work of the (Brundtland) World Commission for Environment and Development and the 1992 UN Conference on Environment and Development (UNCED).

SEI’s mission is to support decision-making and induce change towards sustainable development around the world by providing integrative knowledge that bridges science and policy in the field of environment and development. SEI fulfils this mission through creative transformation of scientific information and data into focussed knowledge that informs and supports improved decision-making. The Institute examines the policy connections and implications of scientific and technical analyses. This includes management strategies for environment and development issues of local, regional and global importance, and the development and application of methods and approaches to incorporate sustainable development considerations into policies, decision-making processes and institutional practices at national, regional, and international levels.

The SEI and its predecessor organisation (Beijer Institute) have been engaged in energy and sustainable development projects around the world for a quarter of a century. The staff conducts and/or co-ordinates research and analysis, implementation and demonstration projects, capacity-building programmes and outreach activities. Historically, SEI has been studying the supply of energy services and developing global- and national-level methods for evaluating energy planning options. Analyses of energy technology implementation, technology transfer and environmental policy assessments have played an important role in the programme’s research. The Climate and Energy Resources Programme maintains strong links with energy and environment departments at universities and organisations in Europe, North and South America, as well as with many European and international organisations, including UNDP, UNEP, FAO and the multilateral banks. SEI employs around 80 research and support staff, working at several locations, and maintains its headquarters in Stockholm.

The creation of Transénergie dates back to the end of the year 1991. At this time, the photovoltaic market was very confidential and the only present companies were either manufacturers or set designers : no planning office specialised in this field exists. Confronted with this situation a couple of individuals mostly issued from the industry, decide to create an engineering society entirely dedicated to the photovoltaic area.
From 1991 to 1995, the society develops itself in the context of the Thermie programs: for example, the electrification program of the Nicean hinterland (over 70 installations realised) and the Transeuropeo project, supported by around 4 million Euro envelope, aimed at the electrification of isolated sites in South Europe (France, Italy, Spain).
In 1995, the company takes its first big contract for the exportation : it consists in realising, for the Indonesian government, a feasibility study on the use of solar pumping in the less favoured zones of the archipelago. This contract that amounts to 3,2 million francs allows Transénergie to set up a representation office in the region (it is created in Jakarta and two expatriates are sent there).
Since then, the company hasn’t stopped developing in a context of general growth of the renewable energies and particularly of the photovoltaic. Today, Transénergie is among the principal firms of the sector in France and is recognised on an international level as one of the first planning office in its field of activity.
Transénergie develops an activity of planning department; as such it pays itself on the sale of services proposed in a context of electrification projects using the renewable energies, that is :


  • The rural decentralised electrification programs in the developing and emerging countries (Africa, Latin & Central America, Asia) ;

  • The pumping programs for the supplying in drinking water, the breeding or the micro-irrigation ;

  • Exploitation and maintenance schemes elaboration,

  • Training activities (French, English, Spanish, Arabic, ...),

  • The electrification operations of isolated buildings in France and in Europe (e.g. altitudes refuges) ;

  • The projects of grid junctions (solar roofs and distributed generation) in urban zones.

  • Rational use of energy and energy efficiency programmes for local or regional authorities


In this context, Transénergie offers abilities in the field of solar electrification (photovoltaic) as well as in the field of wind energy, hydraulic micro-generators and hybrid stations (with a complementary generator set). Its field of competence includes not only the energy production part but also the distribution and management schemes (mini grids, pre-payment, and protection norms).
The services proposed by Transénergie are numerous. It goes from research and development (the company owns several licences in the field of the energy management) to the setting up of complete electrification projects to the scale of a province or a state and market studies, feasibility studies or technical assistance to prime contractor and training courses.
The entity is managed by an administrative and financial service that has for mission to plan and control its functioning.
The company employs permanently 9 persons, including 8 in Lyon and 1 in the Mediterranean area.
Transénergie participates actively in the diffusion of know how thanks to workshop participation (presentations during numerous European RES conferences.
Last but not least Transénergie is involved as leader or participant in 16 European projects (on going or ended).

QuinTsens is a multidisciplinary consulting Senegalese firm accompanying organisations (companies, institutions, governments) in the design, the preparation, the management and the monitoring of their projects and programs. QuinTsens has a confirmed expertise and an extensive experience in the fields of Energy, Information Technology and Organisational Change.

The area of operations of QuinTsens covers, so far, Senegal, The Gambia, Mali, Ivory Coast, Burkina Faso, Cape Verde islands, Bissau Guinea and other neighbouring countries. QuinTsens works closely with the major players in the energy and sustainable development sector in Senegal (like ASER, SENELEC, SEMIS, TOTAL-ENERGIE AFRICA, …), works very well with the main founders (like World Bank, African Bank for development, PUD, GTZ, bilateral co-operations, …) and is introduced in all the main ministries involved in its activity (prime Minister, Economy, Industry, Energy, Health, Training, …).

QuinTsens has a department specialising in renewable energy and related economic, financial, commercial and environmental considerations.

This RES department is led by Mr Chérif SEYE who had managed during more than five years, inside the Transénergie French engineering company, the operations in the African Region thanks to a former Transénergie subsidiary transferred since January 2004 in QuinTsens.

QuinTsens holds within its team, highly experienced and proficient experts in the financing requirements and maintenance needs of rural energy projects in the region, as well as the social and cultural aspects vital to ensure the long-term sustainability of projects.
It benefits from the variety of expertise within the company; what gives QuinTsens the ability to implement a trans sectoral approach which is crucial to the dissemination of energy technologies impact on other key sectors (health, agriculture, environment, etc.).

Senegalese Agency for Rural Electrification, ASER

Under the supervision of the Ministry of Energy, Mines and Industry (MEMI), the Direction of Energy
determines general policy for the electricity sector. In April 1998, a new law was passed which included several new reform initiatives in the energy sector, including liberalisation related to the production, distribution and sale of electricity, and the privatisation and restructuring of SENELEC.

Also included in this law was the creation of an autonomous regulatory commission to manage a system of electricity sector licenses and concessions, and a Senegalese Agency for Rural Electrification (ASER), to guarantee co-operation between electric companies and private interests, particularly in the provision of technical and financial assistance related to rural electrification projects. ASER also develops electrification programs as defined under the Ministry of Energy's overall strategy. The genesis of the electricity law is given hereafter:

Reforms in the electricity sector aimed at introducing private sector participation in
investments and operations of the power sector, encouraging efficiency and ensuring adequate supply. Specific objectives of this component were:
• incorporating SENELEC (the Senegalese utility) by law and transferring all state-owned generation, transmission and distribution assets to the incorporated SENELEC,
• enacting a new electricity law and the corresponding application decrees,
• establishing an independent regulatory agency for the power sector, and
• privatising SENELEC.

Privatisation of SENELEC was to be done under the following conditions:
• a Strategic Partner, selected through an international bidding process, would purchase at least 33% of shares of the corporation and would assume full managerial and operational responsibilities of the company,
• the State would not retain more than 41% of the shares of SENELEC and would divest the remaining portion of the shares (not taken by the Strategic Partner) by selling them to the general public and to SENELEC workers.

The electricity law was to achieve the following:
• clearly separate the policy, planning, regulatory and managerial responsibilities between sector authorities,
• establish clear regulations and principles for the operation of the independent regulatory agency,
• introduce an evolving model towards progressive unbundling of the sector activities (generation, transmission and distribution),
• introduce competition in generation,
• open access to the transmission grid, and
• establish a rural electrification agency (ASER) and its technical and financial organisation.

Along with these structural changes, the Ministry of Energy aims to achieve levels of electrification of 60% in 2000 and 70% in 2005 in urban areas; and of 15% in 2000 and 40% in 2005 in rural areas (thanks to ASER). In this context Senegal has placed some emphasis on the incorporation of renewable energy in its national electricity production, especially solar energy.

TaTEDO is a renewable/rural energy national development NGO based in Dar es Salaam Tanzania, with more than thirteen years experience in energy development issues. TaTEDO is one of the key rural/renewable energy development organisations in Tanzania. The particular expertise that TaTEDO brings to the energy sector are issues around strong country based renewable/rural energy knowledge and experience in energy policy formulation: energy projects planning, renewable/rural energy field studies, training and implementation.

Over the last five years TaTEDO has been undertaking projects in the regions of Mwanza, Shinyanga, Kilimanjaro, Coast and Dar es Salaam and now has added on Arusha, Tanga and Kagera. Main activities that TaTEDO is involved in its efforts to promote renewable/rural energy in Tanzania include:
• Carrying out through PRA problem identification, needs assessments and preparation of local level plans and targets for ensuring increased uptake and use of renewable technologies. Also undertakes baseline and secondary information collection through the use of documented materials and interviews.
• Conducting demonstrations, awareness raising and adaptation of renewable energy technologies. These are carried out through the use of mass media, posters, workshops seminars etc.
• Facilitating dissemination of renewable energy technologies to households, institutions and SMEs through capacity building at the local level by conducting trainings in various fields of renewable energy. Facilitates links of potential entrepreneurs with financial institutions for possible credit provisions.
• Providing renewable energy enterprises development services through support of potential renewable energy entrepreneurs in preparing business plans and provision of start up capital through soft loans.
• Undertaking continued monitoring and evaluation of her and other partners field activities at all stages.
• Providing consultancy services in the renewable/rural energy and related sectors as the sole contractor or in collaboration with other institutions.

TaTEDO is also hosting and is affiliated with several renewable energy development partners and networks in and outside the country. In this regard TaTEDO is able to draw and share experiences and knowledge from such networks and partners at many levels (local, national and international).
Vision
TaTEDO’s vision in the next twenty years is communities with better access to renewable energy services for poverty reduction, economic growth and social development while conserving the environment.
Mission
The mission of TaTEDO is to develop and promote rational use of renewable energy technologies (RETs) and environmentally sound practices through provision of relevant information, knowledge and skills geared towards socio-economic development of communities.
